afaik theres no way to set it to "resample" or whatever we call it - but we can stretch the item then run the action "Item properties : Toggle take preserve pitch" ..which is actually a PER ITEM action, despite the name says "toggle TAKE.."..

Maybe I should add this as a feature request. It seems simple enough to implement.

Go into the item properties and there's a box called something like "preserve pitch when changing rate" (name might be very wrong not near reaper), After you un-tick it you can then stretch items by alt grabbing their edge and now the item will rate as in the same as a tape machine would. :)

You got the name right exactly, except the "P" of "Preserve" is capitalized in the item properties. Is there a way to set this as the default behavior?
