Can i use TMPGEnc to change the starting point of the audio in an MPEG2-file?

I'm not sure about TMPGEnc, but you can change the delay in bbMPEG.

Of course you can. Go to Settings>Advanced>Source Range

then put in a positive delay in there. If you say put a +2000ms (2sec) delay in then the audio will start 2 seconds later.

Or you can insert delay time before transcoding if you use BeSweet.
