The culprit seems to be when Reaper running in the background. I close Reaper and no aliasing. Open Reaper and all audio on my PC ringing. UPDATE. Having siad that, it has happened again and has not stopped even after closing Reaper. Seems to be intermittent.

Changed my playback in windows to 96 and still ringing artifacts. I just can't seem to get to the bottom of this.
