maybe this is new but there is a command called "item: remove selected area of selected items" seems to do what was originally asked :)

For SWS/Xen extension, you have to have selected items. For native command, you don't have to have selected items - if nothing is selected, it clears the time selection. If but one item is selected, it clears its part under the time selection. Seems like this is solution to this matter. EDIT: no it's not! This command still doesn't remove envelope points! Still, more envelope actions can't hurt!
