That's because compliant VCD's has a fixed CBR value of 1150. Therefore the amount of bytes will vary depending on the length of the movie.

This makes sense because in this situation, I set a 157min DVD to take 1-80 1 CD 1129 rate, 80-160 2 CD 1129 for the bitrate tabs and if I had changed it to 1-79, 79-157, it would have been a bit more balanced (audio was 224 for this rip). But then my next question is, when doing CBR, how do we know what to set the bitrate tabs at to be able to fit in a 800 MB CD? If this movie was let's say 161 minutes and I wanted to squeeze it into 2 CDs, I would have set it 1-80, 80-161 and found that both CDs would not have fit. Do we need to manually calculate the size and figure out if it will fit in there or not?

No I understand the bitrate tab now. Its just that I realized my DVD playerd does not take SVCD so I need to create VCD which means everything is 1150 rate and CBR. Because of that, I again changed the bitrate tabs (since you'll be able to fit more minutes at 1150) and thus a bit more confusion ensued since I didn't really know the meaning of CBR vs. VBR. I know got it. Thanks, krajyk
